Swansea Toilet Strategy: Have Your Say
Every local authority has a duty, from Welsh Government, to develop a strategy for how public toilets are provided and maintained in their area. Swansea produced its first strategy in 2019 and completed a public consultation in 2020.
There is also a duty to review the strategy after every local government election. This draft document is the product of that review and will be the basis for how Swansea manages its public toilet provision over the next four years.
As part of this review, we want your views on Swansea’s Public Toilet Strategy.

Our Priorities for Swansea
The statutory duty to produce a public toilet strategy does not bring any new money to provide extra toilet facilities. However, for this strategy to be relevant it must maintain a close relationship between its needs assessment and its action plan.
Priority actions will:
- Protect and make best use of existing budgets
- Focus on identifying and improving areas where there are people disadvantaged by the lack of toilet provision
- Develop proposals to improve the availability and accessibility of Swansea’s public toilets
We will be continually reviewing and monitoring the Toilet Strategy
